How do I create a board?

Good time of the day! Please help! I want to create a normal site (I have 23 of them, but they are not in search engines) so that it can be seen in search engines. I want to create a board like olx.ua and promote it by removing the Rules when registering. And the laws of Ukraine still exist, so the rules are not necessary. Well, there, in theory, there will be 100 users. :)I need to put a CMS - which one? What do you advise?
