Не могу настроить rewrite на нужную папку

Проблема, в корне каталога создал папку webroot и файл .htaccess, внутри webroot стоит index.php и другой .htaccess, прописал в корневом .htacess -> {
RewriteEngine On

RewriteRule ^(.*)$ webroot/$1 [L,QSA]
}
а в папке webroot .htaccess -> {
RewriteEngine On

RewriteCond %{REQUEST_FILENAME} !-d
RewriteCond %{REQUEST_FILENAME} !-f

RewriteRule ^.*$ index.php [L,QSA]
}
ничего не работает, пишет 403, типу нету index.php либо index.html, хотя пробовал на локалхосте у себя все пашет.
